One of the main areas we try to do in the AoFA is to keep people informed. Normally this is limited to AoFA members but in certain cases information also goes out to FACafe members. This is especially true where we consider information is important and wide reaching,  CQC is one of these instances.


We recently send out a short email listing CQC links to related information. Resulting from this, I was taken aback when  I receive an replycomplaining that I had sent them information. OK, we all get emails wrong or people move on from one occupation to the next.  So I thought nothing of it until I read on...


The email continues to insult the AoFA and states:



“I have no wish to contact, or have anything to do with the QCC as there has been no consultation what-so-ever with the private ambulance sector.”


So I sent a reply,



AoFA: “This issue has only recently raised its head by our members. We have not been consulted on this matter nor had any input. 


We are getting involved at the back end in the hope that we can look after the interests of the smaller business.


At this point in time, we have no idea as to the ongoing costs of approval or monitoring so the PAS is signing up to something that is open ended.


Your are correct that we tend to represent the first aid side, but some of our members are EMTs and paramedics.


However, we are only representing AoFA members. This email has been sent to a wider audience than that of the AoFA membership as a considerable number of PAS organisations are unaware of the CQC.”


The complainant replied yet again:



“It is up to the CQC to contact ME directly if they wish to do so and NOT a first aid organisation which has very little if no knowledge like the CQC of what private ambulance services do!”


I must admit, this reply also shocked me. I’m sure that not being aware of a regulation is no defence for not complying with it. This is especially true if their advertising claim is “A professional company”

Admittedly, the consultation and advertising has been poor.  But Admin is right - ignorance is no defence.  If they are a professional organisation, they should be keeping up to date with changes.
 

The ISA sent numerous letters  to us detailing the incoming changes and regulations (although the government has now put much of it on hold).  It is a shame CQC couldn't do the same.

 

Regulation is long overdue and much needed.  For this reason, I welcome the CQC.  A truely professional company should already have the systems in place to meet the requirements and so have nothing to fear.  It is the cowboys who will need to saddle up and ride out of town!

 

My main gripe with CQC is that they explain:


  • why they have been brought into being;

  • what their enforcement powers are;

  • what they will regulate;

  • how they will make their assessments by looking at evidence.

But they don't seem to want to state exactly what evidence (and in what format) they needed to make their assessment.  Registration will open in October for compulsory registration by April 2011.  CQC suggest that companies can prepare themselves by looking at their existing policies, procedures and systems - but give no plain english direction as to what to look for.

 

Overall, I believe the registration may be a bit rushed and the amount of potential loopholes seems set to make a back door for some companies to escape (these companies being the ones who most need regulating).

Dave,

 

I have no issue with AoFA being involved in steering and I find it strange that the company that emailed you would have such an 'am I bothered' attitude.

 

I appreciate that AoFA and FAC does not have a First Aider Only membership (e.g. other related professions and training levels).  However, it is the PAS which should be concerned, not the individual Techs, Paras.  Although if the company cannot meet registration requirements, the employees may find themselves looking to work elsewhere.

 

As previously stated, I see no reason for AoFA not to be involved, but there are other more industry specific groups who should be tackling the subject but don't seem to be!

A truely professional company should already have the systems in place to meet the requirements

 

I agree with this, in principle. Indeed, over the last couple of years we have taken a look at a number of areas, reviewed them, changed procedures, tightened others, etc. But the problem I foresee is that we don't yet know what is actually going to be considered "acceptable". For example, at our yard we have recently built an outside utility area for vehicle washing, adopting NHS Ambulance Service procedures about coloured buckets, disposable mops, etc. But will this be acceptable? Or will it be that only cleaning conducted and certified by an outside contract company will be acceptable, rather than crews completing a clean and endorsing that day's log sheet?

 

And as Amanda and Scotty have warned, how much will be down to the individual Inspector's opinion, rather than established fact? Looking at our HSE registration, our previous Inspector had us jumping through multitudinous hoops; our last Inspector said a lot of what he had asked me personally to do was unnecessary. And will these Inspectors be truly independent? Again, our previous HSE Inspector also wore a black and white hat at a senior level, and was thus a serious competitor against us in a range of areas.

Exactly the point I was trying to make.

 

However, if you have systems in place, that they (CQC inspectors) consider need improving they will tell you.  They will then look at what steps you have taken to improve when they next inspect.

 

It is the companies with non-existance policies and procedures who should be worrying.

We have set the date for our Resus Changes Conference - 6th November - Milton Keynes.

We are also having a speaker from CQC.

No, there will be the normal conference next april. Just wanted to get the resus changes out asap so trainers can update their courses.

Well. I am so pleased you all note the lack of communication from the regulatory authority, you will discover at Daves wee get together CQC are muppets and change the understanding of the regs for so many years, in their various guises..... they have made a complete pigs breast of re-registration for the care sector...... welcome to the house of fun, if anyone needs advice, I will try to help, we have this same rubbish for organisations in the care sector, ask Amand what they are like, thats why I am gray and bald these days......
 

Oh and Mike, still waiting for the PM......

 

Dave, thatnks for posting my mobile mumber onsite...... business is great especially as Debs ( Mrs Dog) answers all my calls...... keeps them talking for hours and no kinky stuff for hours, off to seychelles o the profits LOL

Where did you find that? I was only doing some work on this yesterday and didn't spot it on the site.

 

Then again - I find the documents so tedious I begin to lose the will to live after an hour or so!!
