Update on Impact of Löfstedt Review on HSE Approved Training Providers

On the 28 November 2011 the Löfstedt Review, an independent review of health and safety legislation commissioned by the Government, was published. The Government has accepted the recommendations in full.



In relation to the provision of first aid at work, the review recommends removing the statutory requirement for HSE to approve first aid training providers under the Health and Safety (First Aid) Regulations 1981.



Work has started on planning to take forward this recommendation, although the precise detail of how it will be implemented has still to be decided.



HSE is currently unable to say how long this process will take. You should note though that this recommendation requires a change to the regulations, which is likely to take months rather than weeks as it will be informed by consultation and other external factors, such as common commencement dates for legislation.



Training providers and dutyholders need to be aware that until such time as the regulations are amended they still need to comply with the existing legislative requirements within the Health and Safety (First Aid) Regulations 1981.



Once we have more information further updates will be placed on the HSE website. For those who subscribe to the HSE First Aid e-bulletin it will link you directly to updates. We must emphasise again the importance of training providers subscribing to the HSE First Aid e-bulletin which replaced the First Aid Newsletter as one way key regulatory messages are communicated by HSE.

In light of the recommendation from the Löfstedt review to remove the statutory approval for first aid training, HSE will require applicants to confirm in writing that they understand the implications of the proposed changes and still wish to proceed - even though HSE can no longer provide assurance that approval, if granted, would necessarily be for five years.

AKA we know that we are getting made redundant, but we don't know when. We will continue to extract money from people with absolutely no guarantees or offer of a refund when we go bump on the premise that if you teach, assess or certificate courses without being on our Excel spreadsheet, untold nasty things will happen to you. Sadly, you are unaware that we have never responded to any reports of unregistered teaching, ever, and we have never prosecuted anyone for anything at all. We just took peoples hard earned money and had a few days out on expenses. If only we had done things differently, we could have justified our existence when the government imposed cuts on the HSE as a whole. Still, we could always apply to become CQC inspectors............................

Sorry Mate, His Royal Macness is too busy teaching the HART Team and responds for BASICS in his spare time, although he also is teaching Breakaway techniques to Chuck Norris and Steven Segal at the local community centre when he can find the time!

I've just signed up to a customer care course with HRmacness's (is that a word?) mate, Noel Garcia (I'm also doing a computer course with Noel's sister, Penelope, when she comes back from USA.

Thats nowt. Done a conflict resolution course with Charlie Fairhead and Duffy. Can stop a violent chav at 20 paces with open palms and none aggressive questionning. Am even trained to call every patient I meet by thier first name and even pop round their house from time to time. Casualty is so CPD its unreal! Saw brain surgeny on Holby City so hoping to make my mate's ferret walk again tomorrow once the Balck and Decker has full charge!
