It's that time again when Scout Enterprises have been in touch to inform us our approval monitoring visit is due. Although initially reluctant to fork out the £570 to maintain approval which may well be redundant within a few months, it seems we have little choice if we want to offer HSE approved courses until the changeover happens (whenever that might be!).

From the HSE website it is clear that no partial refund will be offered. http://www.hse.gov.uk/fi...s-first-aid-lofstedt.htm:

Will I receive a refund for my HSE approval once the regulations have been amended?

No, the fee paid for HSE approval covers the cost associated with the approval process including administration and any inspections/ monitoring required during the course of the approval.

While not surprised by this stance, I am curious to know exactly where our £570 goes. Has anyone ever asked for a breakdown of their 'costs'?

My advice to you would be to give them choice of dates (say 7) on 7 different courses all running after April next year but don't send any money till the have done the visit. The can't cancel your registration as you have provided dates etc and if as likely HSE approval goes in the near future you haven't lost anything.

The other opition is contact you MP (we are) via this website: http://www.theyworkforyou.com/ and ask him why HSE are charging when they are talking of removing approval and can Chris Grayling MP (the minister responsible for this) explaine why you should pay this as the Government are trying to reduce cost burden to industry. That will also delay things and say as well whilst this is being discussed with the Minister no action should be taken against you by HSE. The more that do this the more letter Chris Grayling will get

Ignore it. Ignore him and keep your money. FAAMS have never raised a prosecution file against any organisation teaching outside of HSE approval. They have never acted upon reports, including those made by me. A call to the office of the Crown Solicitor will confirm the fact that no prosecution has ever taken place in the name of conforming to first aid regulations or FAAMS.

Meantime, write to the Head Office of the HSE and give your account. This is just one bloke looking to get his last few days in a De vere Hotel on expenses before he gets made redundant. Nothing will happen of you do not reply. Why pay £570 for less than 2 months worth of "approval"?

I sincerely hope he writes to us. He will end up on gardening leave where he should be now!
