Ladies & Gents, I have been trying to get to the bottom of this for some time and going round in circles so i appeal to you for advice & guidance:

I have been asked to deliver the 16 hr Paediatric first aid course to an independent school.  Ofsted describe a syllabus and the need for approval of the local authority.  The local authority say we don't approve PFA.  In short what i want to do is deliver the course correctly.



I am suitably qualified and experienced in the subject, have teaching and assessing qualifications, CRB, Insurance, equipment etc etc, currently HSE accredited to deliver FAW and am qualified to Diploma in Immediate Medical Care - Royal College of Surgeons level but keen to ensure the course delivered is correct.

Local Education Authority staff are human, like the rest of us. If they haven't been taught, they will not know. In our Local Authority, approval was granted to us by the Education Dept Health and Safety Advisor to Schools. Don't know if all LEAs have such a person, but it's somewhere to start. Our Authority also has a Corporate Health & Safety Department responsible, amongst many other things, for first aid standards amongst (trained) staff, organising courses and so on.

If you wish to teach the 2 day paediatric First Aid Course for a care provider who is providing care in an EARLY YEARS setting, you are required to be approved by the local authority which covers the geographical area where the care is actually being provided.



You do not have to be approved by the LA if you are only teaching Paediatric First Aid to providers providing child care for older children although the local authority & Ofsted will still expect you to be a "bona-fide" first aid training business..   



If you go to the childcare training section of the relevant local authority's website it should point you to the person to contact. It is definitely worth checking and getting yourself registered as Ofsted inspectors can and do check 2 day Paed certificates against the LA approved list of training providers. Not only that, but a lot of childcare providers actually go to their LA as their first port of call to find out who can provide their training for them.

I'm sorry to disagree but... I called OFSTED a couple of years ago regarding who can and who can't deliver this training. Their response was quite clear in that their inspectors do not cross refer Paed First Aid certificates against the local councils register of 'approved' providers. Each school should exercise due diligence in ensuring that any deliverer of this training is doing so within the EYFS Framework document; for 'approved providers the local council will have done this on their behalf.

It would appear (within Lincolnshire at least) that each school who use an 'approved' provider will get 2 free places funded by the local authority. If the school/nursery wishes to have more than the 2 then they must fund the training themselves, consequently the larger schools often opt to have 12 trained on site at a set cost.

In summary and whether we like it or not, anyone can deliver paed training providing they stick with the EYFS syllabus, its something akin the old Appointed Person course, effectively unregulated. I wish there were more stringent safeguards but apparently not

Thanks for the advice so far. It will be delivery to EYFS.
It is Birmingham LEA if anybody has a contact they have used previously to get themselves approved.

There seems to be a postcode lottery as to how strict inspectors / LEAs are regarding the need to register for EYFS. It may depend on the setting. Certainly in our area childminders/early years practitioners must have their EYFS first aid training carried out by a provider approved by the LEA.



Mark Stokes is a training co-ordinator for Birmingham Council who is involved in EYFS first aid training so he should be able to point you in the right direction locally to confirm what you will need. Contact is 0121 464 0203 or email mark_stokes@birmingham.gov.uk



Alternatively you could contact a local childrens centre.
